Confinement has created a significant need to use digital tools to obtain information, to work remotely, for telemedicine, to maintain social ties, and to carry out online procedures.
In order to obtain the derogatory certificate, millions of French people had to deal with the lack of computer equipment or difficulties in using it, reinforcing their feeling of exclusion.
A feeling of exclusion that persists with decontamination. In some cities, it was necessary to download a coupon, print it or show it directly on the screen in a pharmacy to obtain a mask, which is mandatory on public transport. On some destinations, the SNCF has set up a system of coupons only accessible on the Internet.
A mission of information on digital inclusion in the Senate
An information mission "on the fight against illiteracy and for digital inclusion was set up in the Senate on May 13. Its creation was decided before the coronavirus crisis and while in February, the government had launched a new call for projects endowed with 15 million euros in favor of digital inclusion. The information mission met for the first time on Wednesday 13 May 2020.The Senate held on May 27, 2020 in the hemicycle, at the initiative of the centrist group, a debate on the theme: "The Covid-19 crisis: revealing the crucial dimension of digital in our society: what lessons and what actions?"

The digital mediator, as a companion and facilitator of this transition to digital, must be recognized for the key role he plays in this paradigm shift. 2000 digital mediators answered more than 11,000 calls during the lockdown
In less than 2 weeks, nearly 2000 digital mediators volunteered to advise people on the phone: mainly digital mediators, professionals in the IT sector, social workers, agents of France Services Centres or other public service centres, library and media library staff...The following took part in this initiative: the hubs for inclusive digital technology (Médias-Cité, Les Assembleurs, Hinaura, RhinOcc), #APTIC, Mon Assistant numérique, Régie de quartier de Trélazé, Fréquence Ecoles, la Ligue de l'Enseignement, Emmaus Connect - WeTechCare, La Poste... The initiative is supported by the French Secretary of State for the Digital Economy and the Banque des Territoires.
