Recovery plan: 250 million euros for digital inclusion
The €100 billion stimulus plan announced by the government on September 3 provides for "exceptional investment to promote the accelerated adoption of new digital uses and services by all French people.An unprecedented envelope of nearly 7 billion euros will be mobilized for the digital transition over the period 2021-2022.
- 3.7 billion euros "to accelerate the growth of the French Tech ecosystem and strengthen our digital sovereignty
- Nearly 800 million euros for "digital access for all
- 3 billion euros to give "a new impetus to the digital transformation of the State, territories and businesses.

4,000 advisors to train and support the French in digital technology

856 France Services throughout the country
Since January 1, 2020, 856 France Services-labeled spaces have opened in metropolitan France and in the overseas territories: 11 of these are run by the State, 154 by associations, 131 by the La Poste Group, 19 by the Mutualité sociale agricole (MSA) and 544 by local authorities.
"This new model of access to public services aims to bring public services back to the regions so that every user, regardless of where they live, can access one of these structures within 30 minutes of their home. The aim is also to offer a more flexible public service, notably by extending opening hours, and to be more responsive, with immediate responses and support for the user in his or her procedures. This solution relies heavily on digital technology while still offering a physical presence of agents. The model also relies on "a guaranteed level of quality", regardless of the location or the project owner (community, public or private operator).
On October 26, the Ministry of Territorial Cohesion launched a second call for projects (AAP) to label 50 new France Services buses. These new buses will be added to the structures already accredited and will provide multi-purpose and itinerant services in priority urban neighborhoods (QPV) and in rural areas.

A new call for expressions of interest to deploy "digital hubs" throughout the country
As part of its action in favor of more connected territories and in line with the National Strategy for an Inclusive Digital Economy (SNNI), the Banque des Territoires is launching a new call for expressions of interest (AMI) for the creation and deployment of "digital hubs" in the territories.These hubs are intended to be the network heads of digital mediation actors. They will provide support and tools to strengthen digital inclusion and mediation actions.
11 winning projects had been selected in 2019.
The hubs have 4 missions:
- Identify, articulate and coordinate the actors of digital mediation in order to make projects converge towards territorial priorities defined with the communities;
- Raise funds and help mobilize all sources of financing (especially European) by setting up larger-scale projects;
- Pooling and providing value to field workers by creating shared service centers (pooling training courses for caregivers, sharing tools and human resources, etc.);
- Evaluate the effectiveness of the services provided in the territory and inform the communities and the national steering bodies.

The Senate's information mission proposes to declare digital inclusion a "national priority
After three months of investigations, 31 hearings and 4 round tables, the Senate's information mission "on the fight against illiteracy" has submitted its report.
After a review of the various factors of digital exclusion (social divide, generational divide, illiteracy, digital exclusions specific to certain groups) and its many dimensions (a major handicap in an increasingly digital society, a growing risk of undermining the principle of equality before the public service, the dangers of dropping out of school), the mission formulates 45 proposals, organized around five axes.
- Axis 1: more accurate assessment of digital exclusion
- Axis 2: move from a 100% dematerialization logic to a 100% accessible logic.
- Axis 3: proclaim digital inclusion as a national priority and a service of general economic interest.

The EESC proposes to make digital technology a "true public service".
In an opinion adopted on July 8, the Economic, Social and Environmental Council formulates several recommendations to meet the "challenge of digital transition for public services".
It thus recommends making the digital a "public service" in its own right. "The "digital public service" must meet the principles of continuity, mutability, equality and neutrality.
The EESC makes a series of recommendations
- Establish the principle of progressiveness and non-exclusivity in the use of digital technology
- Make digital technology a national priority by creating a large Ministry of Digital Technology and an Agency for Digital Technology and Artificial Intelligence
- Define the actions of non-digitizable public services (in hospitals, maternity wards, nursing homes, etc.) and reinforce their access by a physical presence at the right "time-distance" for users.
- Make digital inclusion a priority of the "digital public service" by: reinforcing training (initial, continuing, lifelong) in digital; facilitating the financing of inclusion mechanisms under public control at the regional level; supporting the commitment of associations to inclusion (third places, young people in civic service, etc.); encouraging the development of places dedicated to the digital acculturation of companies, in conjunction with consular networks.
- To train professionals in digital reception of public services (among others of the communal block, MSAP and Espaces France Service) and associative actors contributing to the accompaniment of people far from the digital.
- Reallocate some of the resources and positions freed up by dematerialization in public services and to the public to strengthen reception and promote access to rights.
- Call on all national operators to set up France Service Spaces.

An "index of digital fragility" to more accurately assess the digital difficulties of local populations
While many studies have been conducted to assess the digital fragility of the public (non-acquired, distance, lack of autonomy) at the national level, a local version is missing to measure the digital difficulties of the population in a given territory.This is the objective of the digital fragility index developed thanks to the support of the Fonds de transformation pour l'action publique mobilized within the framework of the IncubO of the SGAR Occitanie, in partnership with the MedNum and theAgencenouvelle des solidarités actives (ANSA).
This digital fragility index reveals the probability that in a given territory, a significant part of the targeted population is in a situation of digital exclusion. The maps produced on the basis of this index are therefore projections that should, as far as possible, be cross-checked with a qualitative survey or sociological survey data.
A kit for setting up the digital fragility index is available to public actors, local authorities, public service operators and government services who wish to use this index as a tool for decision-making and for mobilizing digital inclusion actors in their territory.

A public digital inclusion strategy for refugees
The digital divide affects nearly 13 million people in France. Refugees are not left out and are very often victims of it.During the summer, the Interministerial Delegation for the Reception and Integration of Refugees (Diair) used its public innovation laboratory, Lab'R, to develop, in conjunction with its institutional and associative partners, a strategy for fighting the digital divide.
This approach has resulted in a digital inclusion strategy for refugees, based on 4 axes:
- Studying usage to better understand the needs of refugees
- Improve access to computer equipment
- Improving connectivity for refugees
- To train as many people as possible in digital technology
