The France Services program continues its deployment

Summary

Since January 1, 2020, 534 France Services have opened throughout the country: 80% in rural areas, including 50% in rural revitalization zones (ZRR). These France Services provide access to the Caisse d'allocations familiales, the Caisse nationale d'Assurance maladie, the Caisse nationale d'Assurance vieillesse, Pôle emploi and La Poste.

Two-thirds of them provided a reception service by e-mail and telephone during the lockdown. They have been welcoming the public again since May 26. New labels will be issued by September 1. The final objective is to open one per canton by 2022, in accordance with the commitment of the President of the Republic.

Most of the France Services centers have organized themselves, during the confinement, to offer a remote reception, through telecommuting when possible and depending on the equipment available at the agents concerned. These contacts by e-mail and telephone allow citizens to be directed to the assistance available to them.

The main requests concerned the monthly update of rights at the Pôle emploi, the postponement of the income tax campaign, the emergency provisions put in place by the government and information concerning health insurance and family allowances.

La plupart des maisons France Services maintiennent leur activité à distance, depuis le début du confinement. Elles répondent aux questions du quotidien des Français et en profitent pour lancer des innovations, comme le mandat téléphonique ou le développement d'un numéro vert universel pour accompagner les citoyens dans leurs démarches administratives.Localtis, le fil d’information de la Banque des territoire rapporte qu’une bonne partie des S 534 maisons France Services qui ont fermé leurs portes dès le début du confinement, ont maintenu leur activité grâce au télétravail.« A ce jour, la quasi-totalité du réseau a répondu à l'enquête que nous avons menée, explique à Localtis Sophie Duval-Huwart, directrice du programme France Services au sein de l'Agence nationale de cohésion des territoires (ANCT), et sur ces répondants, 80% sont encore en activité »Toutes ces structures ont ainsi dû s'organiser pour proposer un accueil à distance, par l'intermédiaire du télétravail quand cela est possible et selon les équipements à disposition chez les agents concernés. Ces contacts par mail et par téléphone permettent notamment d'aiguiller les citoyens au milieu des aides qui sont à leur disposition.Les principales demandes concernent l'actualisation mensuelle des droits auprès de Pôle emploi (l'un des neuf partenaires des maisons) qui, du fait de la crise, peut s'effectuer par téléphone, le report du 9 au 20 avril de la campagne de déclaration des revenus, les dispositions d'urgence mises en place par le gouvernement et les informations concernant les assurances maladie et les allocations familiales.« De nombreux contacts servent à aider les citoyens dans leurs démarches administratives, explique Sophie Duval-Huwart, et le réseau cherche aussi à accélérer ces démarches, à travers la mise en place d'un mandat par téléphone, permettant aux aidants de réaliser des démarches à la place du citoyen demandeur et d'éviter ainsi de le renvoyer sur les différents opérateurs concernés… Nous testons l'idée d'un mandat qui serait délivré une seule fois pour une durée allant jusqu'à un an »Autre nouveauté : la participation d'une centaine d'agents de France Services au numéro vert 01 70 772 372, le numéro mis en place depuis fin mars  pour accompagner les citoyens dans leurs démarches administratives en ligne.

France Services Mobiles" this summer in 30 priority urban districts

The Ministry of Territorial Cohesion, in partnership with the Bank of Territories, launched on June 9 a call for expressions of interest to strengthen the investment financing needed to circulate 30 France services itinérantes in priority neighborhoods of the city policy and, from this summer.

A "France Services Mobile" is an itinerant public service of the "camper van" type, with agents temporarily installed in predefined areas that are easily accessible to users (near town halls, markets, busy squares, shopping centers, etc.).

The agents have at their disposal a camper van or a bus to receive the users. The availability of the vehicle and its passages are indicated according to a calendar defined in advance and communicated to all the inhabitants of the coverage area.

The "Bus France Services" meet the same mandatory certification criteria as a fixed structure.

The program is continuing its rollout with a new certification campaign on September 1, involving more than 300 candidate facilities. The criteria are strict to allow everyone, wherever they are, to have a quality service.

Among the essential criteria are the presence of two agents per facility, five-day-a-week opening hours and rigorous space and confidentiality standards. A certification firm, Vitalis, a subsidiary of AFNOR, has been selected to verify compliance with the specifications in each new facility. While these structures are particularly needed in rural areas where access to services is often limited, the government also intends to open at least one in each urban policy district.

The goal is to have one France services per canton, approximately 2,500 by 2022, and thus to have a satisfactory territorial network.
