Unlike the administrative authorities, few administrations still call on the public to collect their complaints or to "report problems".
Set up in 2009, the website-signalement.gouv.fr collected 153,000 reports in 2017: 51% concerned scams, 13% concerned attacks on minors, 9% concerned discrimination and 4% concerned messages of apology and provocation to terrorism.
The Conseil supérieur de l'audiovisuel (CSA)received nearly 90,000 complaints about programs or advertisements in 2017, compared to about 38,000 complaints in 2016 and nearly 9,000 in 2015. The CSA examines all reports from listeners and viewers and then intervenes with the channel, station if it finds that they have violated the audiovisual legal framework.
The National Commission for Information Technology and Liberties (Cnil)received 7,703 complaints in 2016. 33% of complaints concern the dissemination of personal data on the Internet (site, social network, blog, forum, etc.)." This service had been opened in 2010. 2015 had marked a peak with 7,908 complaints.
Initiating a new approach to "regulation by data,"Arcep opened a platform in September 2017 " to report from the field any problem related to mobile Internet, fixed Internet as well as postal services." As of December 14, 12,600 alerts had been registered. "64% of alerts involve the quality of service of fixed or mobile Internet, 11% billing by telecom operators, 8% of blockages to subscribe to the fiber. 4% of alerts concern the Post Office (mail delivery delays and non-delivery of packages).
Since March 2017, users have been able to report adverse events related to the use of a drug, medical device, or other health or cosmetic product online to health authorities on the signalement-sante.gouv.fr website.
In another register, the Signal Spam association (which brings together professional associations, the Ministry of the Interior and several other public authorities) allows Internet users to report any message they consider to be spam. In the 4th quarter of 2017, 483,894 people (including 16,261 new users), reported 3,211,883 Spam.
