INSEE has been measuring the digital skills of French people aged 16 to 74 every year since 2015 as part of the annual community survey on ICT use by households and individuals.
To this end, it is based on aDigital Skills Indicator developed at the European level, which is based on 21 activities divided into 4 areas (information, communication, content creation and manipulation, problem solving).
This index is used to exploit and put into perspective the data collected in the annual EU survey on ICT use by households and individuals.
This index is used in the calculation of the DESI, which compares the digital performance of 28 European Union member states.
This index will now be used in the framework of the Indicators that monitor the achievement of the Sustainable Development Goals in France.
According to this index, the proportion of French people with digital skills (85%) regardless of level (low, basic, advanced) was above the European average (78%) in 2017. The proportion of French people who declare "basic" and "advanced" skills (57%), on the other hand, is within the European average (55%).
A review of the 2015-2017 data shows a very small increase in the digital skills of the French.

- The share of the population aged 16 to 74 with low digital skills has increased by only one point in three years.
- The share of the population with advanced general digital skills, on the other hand, would have increased by two points.
- The share of the population "who have not used the Internet in the last 3 months" is down two points.
Gender gaps are not significant, except perhaps for advanced skills.

The overall indicator of digital practices is calculated as a proxy for individuals' digital skills, using composite indicators based on selected activities related to Internet or software use in four specific areas (information, communication, problem solving, software skills).This indicator makes it possible to understand and prioritize users' mastery of digital tools.
