Educational continuity and digital inclusion
In the spirit of the Etats généraux du numérique éducatif held on November 4 and 5, 2020, the health crisis related to COVID-19 has contributed to questioning each actor of the educational community, on the very nature of the digital transformation of education. All the actors of the educational community had to respond to new expectations and challenges against the backdrop of digital inclusion.If 13 million French people are still far away from digital technology, this is also the number of students who, in March 2020, traded classrooms and whiteboards for screens and "virtual classes". At the same time, parents have had to improvise themselves as teachers in the family space. The Digital Barometer 2021 reveals that among the main digital uses during the period of confinement, it is the school follow-up that has been the least easy for the French.

The health crisis has highlighted inequalities in access to and use of digital technology, as well as inequalities in school and education. The response to these issues is strongly conditioned by the social, economic and cultural situation of individuals. The family context has not always allowed for the maintenance of pedagogical continuity, leading the National Assembly's Committee on Cultural Affairs and Education to draw a nuanced assessment of the measures put in place during periods of confinement. The lack of access to equipment and connectivity, the lack of mastery of digital tools and technologies, complicate inclusion and the development of learning. Beyond the health crisis, the inclusive dimension of education must be taken into account. This is the framework of the "Numérique Inclusif, Numérique Éducatif" program of the Banque des Territoires.
A call for projects open until September 17, 2021
Launched by the Banque des Territoires last June, the call for projects "Numérique Inclusif, Numérique éducatif" aims to select and support up to 65 projects presenting a strategy to overcome educational inequalities and promote the development of educational, inclusive and innovative projects involving actors acting in the field of education. For the first wave, registration is open until September 17, 2021.Promote the development of your educational, inclusive and innovative projects
The Banque des Territoires offers support for the development of digital education projects with a strong inclusive dimension. These projects must notably allow to answer two ambitions:- To develop a territorial and inclusive offer of digital education that contributes to reinforcing access to education, while fighting against territorial fractures and economic, social and educational inequalities;
- To propose innovative methodologies and pedagogies, involving all the actors acting in favor of education and inclusion: associations, EdTech companies and public actors
Bringing out pre-existing projects
The response to these ambitions will make sense in the structuring and development of already existing actions carried out in the school, peri and extracurricular continuum. The scaling up of this type of action will allow the development of projects in favor of youth. Hard hit by the health crisis, young people are invited to become actors in their own learning and career paths. The success of these initiatives also requires that all educational stakeholders, and first and foremost parents, be involved in defining these projects.Meet your needs with two levels of financing
The call for projects "Numérique Inclusif, Numérique Educatif" of the Banque des Territoires supports impact projects evaluated at two levels:- At the territorial level: If you act on the scale of a territory, which extends over 1 to 3 departments, you will be able to claim a maximum envelope of 50 000 € for the financing of the project. 65 projects will be financed at the territorial level.
- At the national level: If you are active at the national level, at least in 2 or 3 regions, you will be eligible for funding of up to €100,000 for your project. 15 projects will be funded at the national level.
Three selection rounds, over the 2021-2022 school year, will punctuate the submission and selection of applications.
