While many studies have been conducted to assess the digital fragility of the public (non-acquired, distance, lack of autonomy) at the national level, a local version is missing to measure the digital difficulties of the population in a given territory.
This is the objective of the digital fragility index developed thanks to the support of the Fonds de transformation pour l'action publique mobilized within the framework of the IncubO of the SGAR Occitanie, in partnership with the MedNum and theAgencenouvelle des solidarités actives (ANSA).
This digital fragility index reveals the probability that in a given territory, a significant part of the targeted population is in a situation of digital exclusion. The maps produced on the basis of this index are therefore projections that should, as far as possible, be cross-checked with a qualitative survey or sociological survey data.
A kit for setting up the digital fragility index is available to public actors, local authorities, public service operators and government services who wish to use this index as a tool to help them make decisions and mobilize digital inclusion actors in their territory.
Several communities have already implemented it.

Ugo Soudrie, head of the Social Observatory of the City of Nanterre, has undertaken to use this index to evaluate the digital difficulties of the populations of the Île de France.At the end of this analysis, supported by numerous maps, he observes that "the overall digital literacy index of the people of Ile-de-France more or less covers the well-known opposition between the more popular east and the more privileged west of the region.
- "At the level of the inner suburbs, the inhabitants of western Paris have a higher potential skill level than those of eastern Paris, particularly in Seine-Saint-Denis and Val de Marne.
- It is in the inner suburbs that the overall level of digital literacy appears to be the lowest. It is sometimes even higher than in some popular areas of the inner suburbs.
- On the other hand, it is in the west of the region that the overall level of mastery of the inhabitants of the well-to-do communes of the west of the region appears to be higher.
- Residents of working-class communities have less potential to access digital resources and information."
