As in the education system or universities, the confinement has led to a forced march towards distance learning.
According to Caisse des Dépôts, the Personal Training Account (CPF) " has played its role as a crisis buffer in the context of employment policy, even though it was a new tool. It was not a given that the system would behave in this way. The period could have been fatal for the CPF, because of the end of all face-to-face training. But with the development of distance learning, we drastically limited the drop in activity, since we went from a flow of 20,000 registrations per week at the beginning of the crisis to 8,000 at the end, thanks to the doubling of distance learning. Today, our catalog includes 730,000 sessions, 200,000 of which are distance learning, involving approximately 13,500 organizations.
Localtis, the news feed of the Banque des Territoires, sketches a first assessment of the migration of professional training to distance learning offers.
- According to the Federation of Professional Training, before the crisis, 91% of training was conducted in a face-to-face format. In the month of April, the rate of distance learning has tripled.
- In terms of training for jobseekers, a Dares survey of 5,600 trainees showed that two-thirds of training courses were maintained between April 8 and 25, either partially or completely. Pre-employment training (AFPR and POEI), linked to immediate needs of employers, suffered the most suspensions (65%). " The shortest training courses and those for less qualified people were more often suspended," says the statistics institute. In the rest of the cases,"the courses were delivered by video and, in a quarter of the cases, by telephone (...). Sometimes, the training was maintained via more basic tools (sending documents by mail or courier)," according to the Dares.
- For its part, Régions de France estimates that about 50% of the training courses were able to continue remotely during this period, the rest having been postponed until further notice. " For future markets, we will have to take into account the distance dimension and force majeure related to Covid-19," the association said. Especially since the face-to-face, if it continues in the same sanitary requirements, will produce additional costs that must be supported.
- According to a count by Défi métiers, the Ile-de-France information service on vocational training supply and needs, at the end of April, open distance learning represented about 10% of available sessions, which were provided by 699 organizations.
