INSEE has just published the list of " Indicators for the national monitoring of sustainable development objectives" . These 98 indicators constitute the dashboard that will allow France to monitor (and document) its progress in achieving its sustainable development goals.
Although digital is involved in achieving most of the goals and targets, the SDG indicators reflect little of this.
6 numerical indicators among the 244 United Nations indicators
In September 2015, the 193 member states of the United Nations adopted the 2,030 sustainable development agenda.All countries must implement the entire 2030 Agenda, with the same level of ambition, while taking into account the variety of situations. They are invited to report annually on their progress to the UN high-level political forum.
Each year, the UN Secretary General prepares an annual global monitoring and review report on the SDGs.
The "Sustainable Development Goals" (SDGs) are broken down into 17 goals and 169 targets, backed by 244 indicators.
Although digital is involved in achieving most of the goals and targets, the SDG indicators reflect little of this.
Only 6 of the 244 indicators of the Agenda 2030 SDGs focus on digital:
- 4.a.1: "Proportion of schools with access to the Internet for educational purposes and to computers for educational purposes 4.a.1: "Proportion of schools with access to the Internet for educational purposes and computers for educational purposes ": This indicator documents target 4.a "Build schools that are child-, disability- and gender-friendly".
- 4.4.1 " Proportion of youth and adults with computer and communication skills, by type of skill." This indicator documents target 4.4 "By 2030, significantly increase the number of youth and adults with skills, including technical and vocational skills, needed for employment, decent work and entrepreneurship."
- 9.c.1: "Proportion of population with access to a mobile network, by technology type 9.c.1: "Proportion of population with access to a mobile network, by type of technology ": this indicator documents target 9.c " Increase significantly access to information and communication technologies and ensure that all people in the least developed countries have affordable access to the Internet by 2020"
- l5.b.1: "Proportion of population with cell phones, by gender": This indicator documents target 5.b "Strengthen the use of key technologies, especially information and communications technologies, to empower women. l5.b.1: "Proportion of population with mobile phones, by gender": This indicator documents target 5.b "Strengthen the use of key technologies, especially information and communications technology, to support women's empowerment".
- 17.6.2: "Fixed broadband Internet subscriptions per 100 inhabitants, by speed of connection 17.6.3: "Subscriptions to a fixed broadband Internet connection per 100 inhabitants, by connection speed": this indicator documents target 17.6 "Strengthen access to science, technology and innovation and North-South and South-South cooperation and regional and international triangular cooperation in these fields and improve knowledge sharing".
- 17.8.1 "Proportion of population using the Internet 17.8.1 "Proportion of population using the Internet": This indicator documents target 17.8 " Ensurethat the technology bank and the mechanism for building science, technology and innovation capacity in the least developed countries are fully operational by 2017 and enhance the use of key technologies, especially information and communications technology".
An annual report from the European Union
The European Union published its Sustainable Development Goals monitoring report in September 2018. "Overall, based on the indicators selected to monitor these goals in a European context, the EU has made progress towards achieving most of the 17 SDGs over the past five years. Progress has been faster for some than for others. In addition, within the SDGs, there is also some backsliding in particular areas in relation to the Sustainable Development Goals. .... Over the past 5 years, the EU has made the most progress towards the overall achievement of SDG 3 "Good health and well-being", followed by SDG 4 "Quality education" and SDG 7 "Clean and affordable energy".This report provides a statistical overview of progress towards the SDGs in the EU. To this end, the European Commission and Eurostat had developed their own framework of benchmark indicators for monitoring the SDGs in the EU context: 100 indicators in total.
This list does not include any indicators related to digital uses or equipment rates. This list of indicators is reviewed regularly to add new indicators.
France: 3 numerical indicators out of 98
At the Inter-ministerial Committee on International Cooperation and Development (CICID) on February 8, 2018, the government reaffirmed its commitment to implementing the SDGs domestically and internationally.A roadmap for France's implementation of the SDGs is being led by the Interministerial Delegate for Sustainable Development in consultation with all stakeholders. This roadmap will call for a review of public policies with regard to the SDGs and will define priorities for action for France to achieve the SDGs.
In France, the work of selecting indicators in order to propose a list adapted to the national context and issues was entrusted to the National Council for Statistical Information. The group's work resulted in a scorecard of 98 indicators, only some of which coincide with the 244 United Nations indicators.
- To assess progress towardsGoal 4(Quality education), the French version takes into account the " digital skills of individuals" indicator
- Objective 10 (Reduction of inequalities), takes into account the indicators " Share of individuals having connected to the Internet in the last three months"and " Share of individuals having broadband at home
- The indicator"digital skills of individuals"is calculated from activities related to the use of the Internet or software by people aged 16 to 74 in four specific areas (information, communication, problem solving, software skills). Based on these activities, an overall indicator of digital practices is calculated on a scale: "no skills", "low", "basic" or "above basic").
- The indicator " Share of individuals having connected to the Internet in the last three months"takes into account the number of individuals aged 15 or more living in France in an ordinary household who have used the Internet in the last three months, as a proportion of the total corresponding population
- The indicator " Share of individuals with broadband at home" takes into account the number of individuals aged 15 or more living in France in an ordinary household with a broadband connection to the fixed network (via ADSL, cable, optical fiber, public Wi-Fi or satellite) as a proportion of the total corresponding population.
