According to the Digital Economy and Society Index (DESI) developed by the European Commission, France ranked 9th in the European Union in 2017 for digital administration.
The interest of the DESI is that it takes into account, in order to compare the performance of digital administration in the 28 EU member states, both the uses and the offer of online public services.
The "digital administration" chapter of the DESI is based on four indicators:
- the percentage of users who interact online with public authorities
- the scope of e-government services (completion)
- the level of sophistication of online services
- the opening of public data.
France ranks 6th for the use of online public services
The interpretation of this 9eFrance's position in Europe for digital administration often leads to misunderstanding.Thus, according to the Cour des Comptes, which regularly reviews the digital modernization of the State, "although the digital services offered to individuals are correct, the use made of them by their potential recipients is limited, with France being characterized by a low rate of recourse in relation to the age of the services offered and the functionalities that accompany them.

On closer inspection, however, the Digital Economy and Society Index shows exactly the opposite:
- In fact, France ranks 6th in terms of usage (with 56% of users, compared to 34% for the European average).
- France ranks 13th in Europe for the extent (completion) of online services (this indicator evaluates administrative procedures and forms according to whether they can be completed entirely online or only partially).
- And in 22nd place for the "level of sophistication of e-administration services" measured by the indicator of pre-filled forms: this indicator concerns data already known to the public administration that are already pre-filled in administrative forms. (This is the very purpose of the current "Tell us once" approaches that are at the heart of the Platform State strategy).
70% of French people consider government digital services to be ahead of or at the same level as those of businesses
The 2017 edition of the Digital Gouv' 2017 (conducted by the Sopra Steria Group in partnership with IPSOS) sheds light on the perception of the "digital transformation of the State" by citizens in 4 European states (Germany, France, Norway and the United Kingdom).https://datawrapper.dwcdn.net/Oe7Yn/1/
According to this study (based on a panel of 4001 individuals in the 4 countries), 66% of French citizens (and 64% of the British) believe that the development of digital services of the State and the administration is advanced: a little less than in Norway (75%) but clearly more than in Germany.
The digital services of administrations are judged to be ahead of or at the same level as the services of private companies by 70% of the French, 66% of the British, 60% of the Norwegians and only 48% of the Germans.

This survey reveals strong disparities between sectors: in all countries, taxation is identified as an area of " digital excellence ". 84% of French respondents consider it to be the most advanced area. They also consider social security to be a very advanced area (65%). The judgment is much more nuanced when it comes to digital services in the fields of education and justice-police.
This digital excellence, which varies by sector, is reflected in the use of online public services. This remains occasional for European citizens: once a month (at least) for 27% of the French, 27% in the United Kingdom, 30% in Norway, 10% in Germany.
66% of the French and British believe that tools and services are becoming easier to use (compared to 76% of Norwegians and 43% of Germans).
