Created and tested in Gironde since 2015, the Digital Pass, like the lunch or culture voucher, takes the form of a voucher with a face value in euros, which gives its holders the right to access - in previously identified and labeled places - digital support services, with full or partial coverage.
In practice, people receive a Digital Pass from a local structure (public service counter, communities, associations, social workers, etc.) and can then sign up for a digital support workshop.
After initiating a month ago the structuring of local actors of digital inclusion/acculturation in half of the French departments thanks to the financial support of "Territorial Hubs" by the Banque des Territoires, the Government has just launched the first operational phase of the Digital Pass.
One million digital passes will quickly be put into circulation in the regions, enabling up to 200,000 people (seniors, young people in difficulty, recipients of minimum social benefits, etc.) to be supported.
10 million euros mobilized for the purchase of Digital Passes
In March 2019, the state launched a call for projects to support local governments' purchase of Digital Passes.48 local authorities have been selected for a total financial support from the State of more than 6 million euros.48 local authorities and groups of local authorities are now winners of this call for projects, including 2 regional councils, 15 departmental councils, 3 overseas departments and regions, 22 EPCIs, including 4 EPCIs in overseas France, and 6 mixed syndicates.
A total of €10.50 million has been allocated to the purchase of Digital Passes.
A national repository of digital mediation services
With the referential #APTICthe ecosystem of digital mediation services now has a methodology and content to specify the services these actors provide. This nomenclature of digital mediation services allows- beneficiaries to find their way around
- sponsors to have a shared terminology beyond the heterogeneity of the actors who provide these services.
To be " Qualified #APTIC", the actors of the digital mediation will be able (and will have) to inform their offer of service in the platform #APTIC.
This reference framework is made up of 129 basic services: "reference units for the support of beneficiaries, they can be linked together to build a support path adapted to each beneficiary. Each service can be conducted in a specific way according to the specificities of each actor: individualized or collective support".
The reference system is organized in three levels: discover, master and increase one's power to act
Level 1: Discovering digital issues- 1.1 Get informed (" Components and facets of digital identity", " Risk behaviors and good digital practices", " Parenting in the digital age", "Overview of digital practices of teenagers", "Discovering social networks" etc.)
- 1.2 Understanding (" Principles and operation of the cloud", " Google Drive and alternative solutions", "Child protection tools", " Online payments", " The commons: principles and issues", "Free software: principles and issues" etc.)
- 2.1 Use: "Create and set up a Google account", "Manage your favorites", "Windows computer", "Mac OS computer", "Linux computer"; "set up a wifi network", "send, receive, manage your emails" etc...
- 2.2 Taking steps online("Pôle Emploi: making your declarations online", "Declaring your income online", "Accessing and managing your social rights online", "Opening and managing your retirement file online" etc.) ....
- 3.1 Digital identity: " Knowing and managing your digital identity", "Cleaning your digital identity", "Erasing your traces on the web, protecting your personal data" etc.
- 3.2 Contribute: " Using and contributing to Wikipedia", "Discovering and contributing to OpenStreetMap", "Using mapping tools", "Organizing and sharing your watch" etc.

#APTIC, a collective interest cooperative to deploy the Digital Pass
The promoters of the Digital Pass wanted to make digital inclusion a strategic tool but also a common good. To this end, the legal form chosen for #APTIC, the structure that carries, manages and "propels" the Digital Pass is that of a cooperative society of collective interest (SCIC).This legal form, the SCIC, had already been chosen for Mednum, the cooperative of digital mediation actors. The SCIC #APTIC was officially created in November. Its governance (through seven colleges) involves the State, local authorities, public operators, companies, associations and employees. An order dated April 19, 2019 authorized the State to subscribe to the capital increase carried out by #APTIC.
