Many public policies in Europe and around the world aim at improving the digital skills of individuals so that they can participate and take full advantage of all aspects of the digital society.
The measurement of digital skills has been the subject of much academic work.
A team from the London School of Economics (LSE) conducted a systematic review of the literature to develop a digital skills scale. They conducted interviews in the UK and the Netherlands to refine the scale and then conducted pilot surveys to test the questionnaire with a representative sample of Internet users.
