For the first time in 14 years, France has taken over the Presidency of the Council of the European Union (EU) on January 1, 2022.
European sovereignty and technological independence are among the top priorities of the French Presidency, which intends to " create a digital Europe, or at least to complete it.
In total, nearly 400 events are planned in France and within the European Union to punctuate the French Presidency of the Council of the European Union: political meetings, a cultural program and citizen events open to all.
Among them, about twenty events will address the theme of digital transformation.
February 2, 2022: Ministerial Conference: "Citizenship, Ethics and Health Data
This conference will be organized in line with the legislative agenda and the draft directive of the Commission on the creation of the European Health Data Space.
It will aim to foster the creation of a European ethical framework for data and digital health. This framework would ensure coherence with the European foundations of citizen's rights and ethics highlighted during the Covid-19 pandemic.
February 7-8, 2022: Building Europe's digital sovereigntyCentered around the four pillars of European digital sovereignty (security, innovation, regulations and values, openness), the first day of this conference will bring together European and national public, institutional, economic, academic and associative actors in order to examine the progress made towards European digital sovereignty, its contributions and the means to be implemented in order to continue to strengthen it.
The second day, dedicated to the construction of Europe's technological sovereignty through the development of European champions, will notably allow the presentation of the results of the Scale-Up Europe initiative bringing together tech entrepreneurs from all over the European Union.
February 7-9, 2022: Forum "Innovation, technologies and multilingualismThis forum is part of the ongoing reflection on translation and multilingualism conducted as part of the work program of the European Union's ministers of culture. It will bring together nearly 400 French, European and international players in the fields of translation, language technology, digital technology and artificial intelligence in the service of multilingualism. The main theme of the forum will be "Multilingualism in the digital environment: a challenge for social cohesion and European citizenship". The issues of translation, language processing, research and innovation, linguistic diversity, discoverability of content, and technologies for language learning will also be addressed.
February 10, 2022: Conference of European ministers in charge of public transformation and public serviceOrganized within the new National Institute of Public Service, this meeting will allow the European ministers in charge of public transformation and public service to address the common challenges of public administrations in the 21st century: digital transformation, transparency and openness of public administrations, new work organizations, and the European mobility of civil servants.
February 10-11, 2022: The consumer in the digital age and the ecological transitionThis conference will highlight consumer protection in the areas of digital and ecological transition, in line with the European Commission's agenda and the European Parliament's concerns.
February 10, 2022: Electronic invoicing: a lever for the digital transformation of companies and the administrationThe dematerialization of invoicing is developing throughout the world and in Europe with the dual objective of simplifying the tax environment and combating fraud.
Within the European Union, electronic invoicing is mandatory for exchanges with the public sector. The practice in business-to-business exchanges is developing, but is not yet widespread.
In this context, this event is intended to share experiences and exchange on a future European harmonization.
February 16-17, 2022 Copernicus Horizon 2035 SymposiumThe Copernicus Horizon 2035 symposium aims to outline the future of Copernicus and its services, to identify tools and innovations for its applications by highlighting the potential offered by the combination of Copernicus data with digital technologies. The Commission, the European Space Agency (ESA) and the Member States of the European Union will participate in this forum and symposium.
February 24, 2022: What are the challenges for books and reading in Europe?Reading has been an essential support for European citizens during the pandemic and the book sector has shown a real capacity for resilience in the majority of EU Member States. The question of the future of the book chain in Europe remains topical in order to ensure a broad editorial diversity accessible to all audiences.
On February 24, experts and professionals will be invited to debate the European issues of books and reading at the opening of the literary festival "Effractions" of the Public Information Library of the Centre Pompidou.
Five themes have been selected in collaboration with the sector's actors: "Europe of booksellers", "libraries: actors of sustainable development", "towards the implementation of natively accessible digital books", "translation for a European culture", and finally "books and freedom of expression".
March 7-8, 2022: Informal Meeting of Ministers of CultureThe informal meeting of ministers of culture in Angers will be an opportunity to reaffirm Europe's commitment to cultural and linguistic diversity as the foundation of the European model, by proposing concrete measures to strengthen European cultural sovereignty in the digital age. However, this objective only has meaning and scope if Europe is also capable of developing, within itself, a citizen's space of shared cultures, both diverse and in close dialogue, and based on common values. These values will grow with the development of a heritage policy on a European scale and the construction of a European citizenship based on the shared awareness of a common heritage.
March 8-9, 2022: Informal meeting of ministers in charge of telecommunicationsDuring this informal meeting, the 27 ministers in charge of telecommunications will discuss the prospects for digital policy in Europe. In parallel to the meeting, events organized throughout the presidency in conjunction with economic players, companies and European start-ups will present the French and European digital ecosystem.
March 16-17, 2022: Conference of European ministers in charge of public transformation and public serviceOrganized within the new National Institute of Public Service, this meeting will allow the European ministers in charge of public transformation and public service to address the common challenges of public administrations in the 21st century.ème century: digital transformation, transparency and openness of public administrations, new work organizations, and the European mobility of civil servants.
4-5 April 2022: Informal meeting of the European Public Administration Network (EUPAN) working groupEvery six months, the experts of the European Public Administration Network (EUPAN) meet to discuss common issues, in line with the network's multi-annual strategy. The themes addressed in this working group will be attractiveness, new work organizations, European mobility and digital transformation.
April 13, 2022: CIO MeetingThis meeting of the informal network of European CIOs will address the digital transformation of administrations. It will take stock of the commitments made in December 2020 in the Berlin Declaration.
May 4, 2022: Conference "Digital in Europe: Civil Justice in NetworksThis conference will highlight the digital advances at the service of notaries and magistrates while examining the means to reinforce them. It will present the European networks that are useful to judges and notaries for the processing of their cases. The conference will also focus on registers used in cross-border procedures, in particular European certificates of inheritance.
May 24, 2022: Meetings of the European Public Administration Network (EUPAN) SecretariatEvery six months, the secretariat of the European Public Administration Network (EUPAN) meets twice to define the guidelines to ensure the implementation of its three-year strategy. The themes addressed during the French presidency of EUPAN will be attractiveness, new work organizations, European mobility and digital transformation.
June 1-2, 2022: Meeting of the representatives of the digital health member states (eHealth Network)This meeting of digital health experts will review the progress of ongoing European joint actions on digital health and prepare the launch of future ones. This meeting could allow the launch of new European projects and initiatives for digital health.
May 24, 2022: EUPAN Network - Meeting of Directors of Public AdministrationEvery six months, the secretariat of the European Public Administration Network (EUPAN) meets twice to define the guidelines to ensure the implementation of its three-year strategy. The themes addressed during the French presidency of EUPAN will be attractiveness, new work organizations, European mobility and digital transformation.
June 20, 2022: Informal meeting of Telecom attachésThis informal meeting of the Telecom Group of the Council of the European Union brings together the attachés of the Permanent Representations in charge of digital and telecom issues. It will provide an opportunity to discuss the issues of digital and technological sovereignty and the green transition of the digital economy.
June 21- 22, 2022: Digital AssemblyThe Digital Assembly is an event in the European digital calendar, co-organized by the country holding the Presidency of the European Union and the European Commission in the first half of each year.
It is an opportunity to debate and share experiences between stakeholders in the European digital world on the progress of the digital single market and on digital policies.
27- 29 June 2022 European INDustrial TECHnologies eventINDTECH is a flagship event on the European agenda, organized every two years by the European Commission in one of the countries holding the Presidency of the Council of the European Union. As part of the Horizon Europe Cluster 4 program "Digital, Industry and Space", this event mobilizes the main European and global players on the theme of tomorrow's industrial technologies. INDTECH aims to highlight the importance of this field for European research and competitiveness and to illustrate the synergies between research and innovation initiatives, in particular through technology platforms and, since 2021, Horizon Europe industrial partnerships.
