The Government had committed to deploying a network of France Services centers within 30 minutes of their homes. The objective is to cover each canton with at least one France Services structure by the end of 2022.
Led by the Ministry of Territorial Cohesion and Relations with Local Authorities via the CGET, this network aims to facilitate citizens' access to a basket of quality public services. Users will be able to carry out various administrative procedures in a single location and obtain information from multi-skilled agents, trained in a specific and efficient manner.
During the 4th Interministerial Committee for Public Transformation, Prime Minister Edouard Philippe unveiled a first list of sites that will open their doors to the public on 1 January.er January 2020.
The training of multi-skilled agents and the digital tools that will be made available to future France Services spaces were tested in September and October 2019 in 6 pilot departments (Ardennes, Calvados, Hautes-Pyrénées, Ille-et-Vilaine, Vaucluse and Vendée).
After a quality audit phase, 460 France Services facilities were selected to open in January 2020.
In each certified France Services structure, 6 operators (La Poste, Pôle emploi, Caisse Nationale d'Assurance Maladie, Caisse Nationale d'Assurance Vieillesse, Caisse Nationale d'Allocations Familiales, Mutualité Sociale Agricole), and 3 partner administrations (interior, taxes and justice) are committed to guaranteeing a range of services and support. In addition to these 9 partners, other public and private services may be present in France Services.
A guaranteed service offer
- Personalized assistance in setting up files, simulation of rights and help with health, family, retirement and job search procedures.
- Help with the renewal of identity papers (CNI / passport) and driving license, access to the balance of points of the driving license, help with the renewal of the car registration.
- Assistance with tax returns, assistance with the appropriation of the withholding tax, purchase of tax stamps.
- Information and orientation in terms of access to rights - connection with legal professionals (lawyers, bailiffs, etc.).
- Self-service access to all the equipment needed to carry out administrative procedures: computer, scanner, printer, web conference for remote appointments.
- Postal services (except if there is a post office in the town)
One house per township by 2022
These France Services spaces are intended to be set up in rural areas and urban policy districts as a priority.
For the moment, the best served departments are Nord, Pas-de-Calais, Seine-Maritime, Oise, Puy-de-Dôme, Vendée and Var.
The list was drawn up with local elected officials, based on the departmental plans for improving the accessibility of services to the public.
Eventually, there should be one house per township by 2022, or about 1,800 facilities.
The Maisons de services au public (MSAP) will continue to benefit from State funding (30,000 euros) until December 31, a period they must use to strengthen their offer in order to obtain the label, as indicated in a circular from the Prime Minister concerning the labeling of new houses.
Of the 460 new labeled houses, 40 are from postal MSAPs (housed in former group agencies), and 20 are "mobile", based on the model of an experiment conducted in the Lot since 2018.
The goal is for each department to have its own "France Services bus". As a partner in the program, the Banque des Territoires (Caisse des Dépôts) has planned to invest 3 million euros in these buses, out of the 30 million euros it will devote to the network between now and 2022.
Other France Services spaces will be certified in 2020 and 2021.
