As the first territory to be labeled a Territoire d'Actions pour un Numérique Inclusif (October 2018), the Pyrénées Atlantiques department is contributing to the work and experimentation implemented by the Mission Société Numérique around the Aidants Connect projects and around the use of PIX in a digital mediation context.
Last May, the department drew a first assessment of its Digital Inclusion strategy.
Experiments that allow us to act at different stages of a digital inclusion process: reception/awareness, detection of needs, orientation and support
- implementation of a public wifi
- recruitment of digital ambassadors in civic service in the sdsei,
- caregiver training,
- implementation of training programs for basic digital skills in partnership with the New Aquitaine region, GRETA Sud-Aquitaine and the state-owned start-up Pix
Two first local networks on pilot territories: Adour Basque Coast and Inner Basque Country
The two local digital inclusion networks (RLIN) are resource and exchange spaces between actors acting for the digital inclusion of the public.Led by the directors of the SDSeI (Services Départementaux des Solidarités et de l'Insertion) of the pilot territories (Adour Côte Basque and Pays Basque Intérieur), these networks bring together 34 different actors: Associations (Mission Locale, Secours Catholique, Croix Rouge, Agirabcd), communities (Espaces Publics Numériques, MSAP, CCAS, Médiathèques), public service operators (CAF, CARSAT, MSA, CPAM, Pôle Emploi, La Poste), an independent digital mediator (Mon Assistant Numérique) and training organizations (GRETA Sud-Aquitaine, Afpa, Alb Formation).
Their implementation follows the diagnosis conducted at the end of 2017, which indicated that 79% of the structures wanted to be part of a network.
Access to rights facilitated thanks to mobile social workers' equipment
Most of the departmental social action professionals working in mobility have been equipped with laptops and smartphones (some of them also have mini-scanners). This equipment, adapted to mobility, also brings gains to the professionals visiting the home since it avoids them having to return to the office to re-enter the data collected at home. It also avoids the need for people to travel again to complete their administrative procedures.A map of digital support actors and services
Based on OpenStreetMap, this first version of the mapping of actors acting for digital inclusion allows users to be directed to the appropriate structures according to their needs and their level of digital autonomy.An experimental system of training in basic digital skills for all
To complete and enrich the digital inclusion actions available, certification training for adults open to all and taking place within the colleges has been set up on an experimental basis in partnership with GRETA Sud-Aquitaine, the Nouvelle-Aquitaine Region and PIX (online public service for the evaluation, development and certification of digital skills).These certification schemes are made up of different modules enabling all publics to learn how to better use digital technology in their daily lives. Open to all, they are being tested initially in three colleges.
A gradual expansion in the Pyrénées-Atlantiques region entrusted to the mixed syndicate la fibre64
The Department has entrusted the Syndicat mixte La Fibre64 with the generalization of the approach.La Fibre64 will propose to all its members (agglomeration communities, communities of communes and the department) a "digital inclusion" service offer that will focus on expertise in engineering and the animation of local networks for each territory, digital mediation with the public, training for caregivers and financing.
And digital passes to allow everyone to learn about digital technology
The syndicat Mixte Fibre64 is among the 48 winners of the "Digital Pass" call for projects to purchase and deploy digital passes on the territory for a total amount of 152 200 € (54% of which is paid by the State).Références :
