INSEE conducts an annual survey of 39,000 households to measure household equipment, usage and frequency of use, and use of government and e-commerce services.
This survey, coordinated by Eurostat, is part of the regulation n°808/2004 of 21 April 2004 by the concerning the implementation of the eEurope 2005 action plan dedicated to ICT. Each Member State has to provide Eurostat with about 130 indicators. The questionnaire is developed by Eurostat, the statistical offices and DG Connect.
In addition to a recurring core of questions (equipment, uses), the survey explores a particular topic each year:
- 2009, the online purchase of goods via the Internet.
- 2010, security on the Internet.
- 2011, the computer and internet skills of individuals
- 2012, mobile internet usage.
- 2013, the use of administrative sites.
- 2014, the use of file sharing or storage sites (cloud).
- 2015, internet security
- 2016, confidentiality and privacy
The survey is conducted in April and May of each year by telephone. The collection is computer assisted (Capi).
Since 2010, a complementary survey by internet and by post has been carried out to cover the whole population (see survey plan). It replaces the face-to-face survey conducted in 2008.
Since 2011, the sample for the ICT survey in metropolitan France has been made up of households drawn from the Taxe d'Habitation.
In 2016, the telephone survey sample is composed of 3,500 households in metropolitan France and about 100 households in each of the four DOMs.
The sample of the internet/paper survey is composed of 22,000 households in metropolitan France and 1,000 households for the four DOM.
INSEE regularly publishes a summary of the main results.
The main way in which the survey is used is by Eurostat and DG Connect. The data are published by Eurostat in the form of tables aggregating the results of the member countries. The data are exploited by DG Connect in the framework of the Digital Economy and Society Index (DESI)
INSEE has put 33 datasets for the years 2007-2014 online in a reusable format on its website.
