On January 25th, the City of Paris and the CAF de Paris gathered more than 150 actors of digital inclusion as well as professionals from the social and educational fields to discuss digital access and initiation for Parisian citizens.
Jean Deydier, director of WeTechCare and Emmaus Connect, presented the results of a survey conducted by WeTechCare in late 2016. This survey made it possible to assess the profile of the public welcomed in town halls and in social action structures, digital mediation and those of associative actors who welcome the public.
- 67% of those under 25 are digitally independent, while only 44% of those over 65 are.
- 61% of the employed, 65% of the unemployed and 67% of the students are self-sufficient, while 28% of the retired and 40% of the homemakers or people unable to work are beginners.
- Nearly half of the beginners have no computer equipment at all, while only 4% of them are autonomous. 29% of beginners have a smartphone, which they say is easier to use.
- Among the beginners 59% never connect to the Internet while on the contrary, 83% of the autonomous ones connect every day.
- If the lack of internet skills is for 62% of the beginners the main reason for their lack of use, the cost of the connection is on the contrary the main factor of non-connection for 54% of the autonomous public.
- The non-use of online services is justified by 41% by the lack of skills, by 26% by the fear of making mistakes and 22% by a preference for physical support.
This "digital facilitation " device has three objectives.
- respond to the expectations of users, who consider that their borough hall is the preferred place for their interaction with the city: "they are less and less willing to have to travel to specialized counters far from their living area. Since not all counters can be present in each arrondissement, digitalization provides an opportunity to meet this demand by bringing services closer to the user;
- To accompany the most vulnerable people in this evolution, which must not leave anyone behind;
- to discover and promote the digital offer of the City of Paris.
Four different configurations were set up in four borough halls (2nd, 4th, 12th and 17th) in order to be able to compare the equipment chosen, the location in the premises, and even the organization set up around the device.
The device will be deployed throughout Paris in the second half of 2017.
Digital facilitation is one of the components of the " Compte Parisien " program, which provides for the creation of a single login account, the harmonization of access to City services, regardless of the channel used, whether digital, telephone or physical (common graphic charter for digital services, generalization of appointment scheduling, sending of a follow-up of requests) and the implementation of a user relationship management tool (GRU).Références :
