The "digital inclusion" component of the Recovery Plan provides for the training and recruitment of 4,000 France Services digital advisors, hosted by local authorities and private associations or social economy players.
These France Services digital advisors will be on duty, organizing workshops and offering mini-training sessions to enable people who are "far from digital" to gradually learn how to use digital technology in their daily lives. The advisors recruited will benefit from a 2 or 3 year work contract.
A platform to become a France Services digital advisor or to host digital advisors has been set up: conseiller-numerique.gouv.fr.
Localtis (the news feed of the Banque des Territoires) reports that 14,000 candidates have already expressed themselves on the platform, less than three months after its opening.
A circular published on January 21 asks the Prefects to open " a dialogue" allowing for a coordinated implementation of the system. This dialogue is based on the list of local structures that have indicated to the ANCT that they plan to host one or more Digital Advisors. It is up to the Prefects to transmit their first proposals for structures to host France Services Digital Advisors by February 19, 2021 at the latest, "while ensuring the relevance of the territorial network and the articulation with existing mechanisms, starting with the France Services spaces".Annex 1 of the circular clarifies the missions that can be entrusted to a France Services Digital Advisor.

Appendix 3 clarifies the relationship between the digital advisors and the existing France Services centers."The missions of the France Services digital advisors complete the support offer of the existing France Services fixed and mobile spaces in the department. In addition to his or her primary missions (help with computer equipment, Internet browsing, e-mail management, word processing basics, etc.), the Digital Advisor can respond to a request related to digital technology.However, the Digital Advisors are not intended to assist users with their administrative procedures, apart from the most basic procedures or to unblock a situation related to a lack of digital skills. After this initial "helping hand", they must refer the user to the nearest France Services, for support with the administrative procedures included in the France Services package.Annex 4 details the Instructions for the generalization of the digital public service Aidants Connect."The deployment of this digital public service will be carried out in territorial waves (by region) and this deployment will be accompanied by the organization of a one and a half day training course on issues relating to the support of users (creation of emails, use of FranceConnect, understanding of the issues relating to the handling of personal data, getting to grips with the Aidants Connect service, etc.). This training is paid for by the ANCT, with the aim of training 20,000 caregivers by 2021.
