The Ministry of Education has accelerated the development ofapps.education.fr which gathers in a single access point a set of free and open source services to facilitate remote work.
Apps.education.fr is the Ministry of Education's response to the difficulties encountered by teachers during the implementation of educational continuity, with many services proving to be unavailable due to an extraordinary influx of connections.
According to the report of the Commission on Cultural Affairs and Education, the urgency of the crisis has led teachers "to compensate for the shortcomings and inadequacies of the digital communication tools available to them, by default, to use derivative modes of communication and poorly secured commercial tools, mainly Anglo-Saxon, to communicate with their students and their families .
In July 2019, the Court of Auditors passed a harsh judgment on the collaborative tools of the Digital Workspaces (ENT), deployed jointly by the rectorates and local authorities: they are, " in practice, little used, as teachers prefer to resort to more ergonomic and easy-to-access solutions (...) Thus, the national education system is not in a position to offer technical solutions that are as effective as these external 'ready-to-use' tools. It loses control over software installed in its computer system and/or used by employees and students, while software publishers, attentive to the potential of the educational markets and the early training of future users, are deploying special offers to equip schools and establishments under very advantageous commercial or partnership conditions.

After the closure of the high schools, the ENT had to face a very important growth of connections. During the first week, teachers often had trouble accessing the ENT. The students too. The connections were multiplied by 4 to 10 in a few days. According to François Bonneau, Delegate President of Régions de France, interviewed by the Café pédagogique, "the number of documents transmitted has exploded. This change is 3 or 4 days during which it was necessary to adapt the transmission flows". According to the regions, "until this crisis, 70% of teachers had appropriated the ENT. We observe that it is 100% now".
According to François Bonneau, the 5 to 8% rate of dropouts that the Ministry claims comes from the students' connection rates to ENT.

"To respond quickly to the need to make available a rich, simple and secure offer, the Ministry has also opted for temporary outsourced hosting on cloud infrastructures with French manufacturers OVH and Scaleway. This collaboration is the result of the call to digital companies launched by the Secretary of State for the Digital Economy on March 10 to help institutional initiatives.
