In order to take the measure of the " digital transformation" at work in local authorities, Deloitte has undertaken an analysis of just over 10,000 digital initiatives carried out by local authorities and collected by the Villes Internet association.
According to this first edition of the Barometer, the digital services developed by local authorities are concentrated in four areas.
- More than a quarter of these digital services aim to facilitate digital access for citizens. These services include initiation and training in digital tools (thematic workshops), the development of digital public spaces, the provision of self-service equipment and infrastructure (wifi, broadband) necessary for the appropriation of digital services.
- 18.5% of them are part of a public communication approach: mainly institutional websites, supplemented by new information channels: common applications, RSS feeds, flashcodes, Facebook pages, Twitter accounts).
- The cultural action arrives at 3e rank (15.5%). Municipalities are banking on digital technology to make it easier for their citizens to access their heritage, archives and cultural events through blogs, dedicated applications, "digital libraries" or "online cultural exhibitions".
- The communes are also strongly committed to developing digital services in the schools under their jurisdiction (12% of digital actions). In addition to supporting the equipment of schools (computers, tablets, digital whiteboards, broadband internet, software, mobile classrooms), municipalities are also developing digital services to facilitate registration (for schools, extracurricular services (extracurricular activities, canteen) and access to school and extracurricular information (online menus, digital work spaces, etc.).
The average age of a municipality's inhabitants has no influence on investment priorities with respect to municipal competencies, nor on the intensity of this investment.
