In the age of digital technology and collaborative approaches, local authorities are rethinking the methods of citizen participation: a new generation of tools (civic tech) makes it easier to take part in public debate and to include citizens who were previously excluded from traditional consultation mechanisms, particularly younger people, who are more defiant towards institutions, and for whom digital uses are a simpler and more direct means of expression.
Caisse des Dépôts has just published a guide to digital tools for citizen participation in local authorities.
This guide reviews the various objectives and mechanisms of citizen participation:
- Citizen consultation on a project
- Digital consultation for an urban planning or development project
- improvement of the living environment by integrating user feedback
- Implementation of a participatory budget
- Involvement of citizens in project financing
- Sharing of community data (open data)
The guide lists 74 digital tools for citizen participation in the territories.
According to the Guide, 9 regions (out of 13) and 18 cities (out of 22) are already using digital tools for citizen participation.
