Among the 52 measures of the Health Plan (MaSanté 20022) made public by the government is the opening "by 2022, an individual and customizable digital health space for each user allowing him to have access to his data and offer him a set of services, throughout his life.
"By 2022, every user of the healthcare system will have, unless they explicitly refuse, an individual digital health space that will give them secure access to their health data and provide them with all the information they need to navigate the healthcare system. Each user will be able to access hospital reports, test results or documents stored in their shared medical record (DMP), or information on their health insurance entitlements in this space. They will also have access to useful information about the healthcare services available in the region. They will have access to online appointment booking services offered by healthcare professionals and institutions. In addition, this space will support the user by offering education and prevention tools adapted to his or her situation.- This unique personal account, created at birth for each citizen, will give access to a personalized portal of services as well as to referenced health applications.
- It will be accessible on all media (smartphone, computer, tablet, interactive terminal, etc.) and will allow each user to manage all of his or her personal health data as well as all digital health services.
- As a personal account, the Digital Health Space will go much further than a simple public information site. It will be a privileged and personalized tool for interaction between users and the healthcare system. It will be a powerful tool for education and prevention, especially for the younger generations. Indeed, many digital services dedicated to health education for children can be imagined within the Digital Health Space. Adolescents will also be able to have private access to personalized information on sexuality, sports, sleep, and prevention of risks related to alcohol and smoking.
- The user's Digital Health Space will be created automatically as soon as the INS/NIR is created (i.e. at birth for French citizens), unless the user himself or his legal representatives express an explicit refusal.
- With regard to the data, applications and services contained in the digital health space, users will be able to choose for themselves what they wish to have included or excluded from their space. In particular, as is already the case today, patients will continue to be able to expressly object to health professionals adding to their DMP (the DMP is an integral part of the digital health space).
- For vulnerable and frail persons, specific methods of collecting consent, based for example on the intervention of the trusted person, a caregiver or a duly authorized health professional, should be devised.
An initial package of services will be offered to users and will be progressively enriched
Eventually, the Digital Health Space will provide access to the following services
The existence of the Ameli account (28 million already open) and the generalization of the DMP in November 2018 will constitute the first operational stones of this individual digital space.- 2018: Generalization of the DMP in view of the deployment of personal digital spaces
- 2019: Work begins to design personal digital spaces
- 2022: Each user has a digital patient space
