The interministerial directorate of digital (Dinsic) has just published its roadmap, called Tech.Gouv.
Intended to " accelerate the digital transformation of the public service", this roadmap addresses six issues: This roadmap focuses on 35 priority projects and actions " that address the strategic issues of public digital.
- Simplification: making life easier for people
- Inclusion: reducing territorial inequalities and leaving no user or public agent on the digital sidelines
- Attractiveness: attracting talent to the employer-state and simplifying the lives of public servants
- Control: increase the autonomy and digital security of the state through better technological control
- Savings: optimizing public spending
- Alliances: developing partnerships and co-creating new services with civil society
Digital inclusion
One of the 35 priority actions focuses on digital inclusion.It aims, in conjunction with the Digital Agency and the Inter-ministerial Directorate for Public Transformation (DITP), to:
- "Deploy a multi-channel assistance and tooling strategy (telephone, digital, physical reception)
- Implementing a strategy for expanded access to public services through digital means
- Implement the policy of accessibility of digital public services for peoplewith disabilities".
A digital citizen file
The roadmap sets the goal " that all online public services and a large number of private services offer FranceConnect." (Adopted by nearly 12 million users, FranceConnect already provides access to more than 500 public sites, but also, since November 2018, to private sector services such as banks or insurance). The advanced goal is 25 million France Connect users by 2022.In this context, it plans to develop a " digital citizen file" . This "will offer users and citizens a 360° view, and in full transparency, of their relations with public bodies. Among the functionalities envisaged, it will allow users toconsult the list of information that administrations have on citizens; tofollow the data exchanges that administrations carry out between them to facilitate procedures; and todevelop a notification function to inform citizens of the progress of the processing of their files.
This digital citizen file could be available in the second half of 2020.
