Throughout 2017, the National Health Conference conducted a citizen debate around digital health, with the assistance of the National Commission for Public Debate (CNDP), guarantor of the methodology.
In view of the exponential development of health applications (100,000 worldwide, 4,000 in France), " the CNS has chosen to focus its cross-sectional view on connected objects and health applications. Among the population, these tools raise issues related to both innovation (possibility of increased autonomy) and the protection of individuals' rights (security and reliability of data, etc.). The CNS wishes to shed light on the impact of these new technologies on health inequalities, particularly from the perspective of changes in the relationship between users and health professionals.
A citizen workshop
This public debate gave rise to the setting up of a Citizen's Workshop: "The aim was to bring a small panel of citizens to draw up an informed opinion, through training and diverse and contradictory information. The selected citizens are accompanied by a group of experts, independent of the sponsor. A detailed and documented opinion is then submitted to the authorities.A citizen dialogue
In addition, "in order to ensure the participation of 'lay' people who have no particular opinion or knowledge of the subject, a citizen dialogue is organized to increase the diversity of the participants and therefore of the issues raised. Participants are chosen on a voluntary basis to exchange with health professionals (health, medical, social) and digital professionals. The participants are organized in sub-groups in which they are invited to exchange, debate and make proposals.This comprehensive citizen debate process, "pioneering in the life of these bodies and in the field of connected health" , will lead in 2018 to the development of recommendations for stakeholders in the health system.
The government had adopted a National eHealth Strategy 2020 in July 2017.
