Jean-Michel Blanquer, Minister of National Education and Youth, and Julien Denormandie, Minister for Cities and Housing, unveiled on May 2 the list of territories eligible for the list of territories eligible for the Cité éducative label.
The Cités éducatives are a mechanism born from initiatives carried out in the field by local elected officials, State services and associations. "They aim to intensify educational care for children from the age of 3 and young people up to the age of 25, before, during, around and after school.
The"Cité éducative" label is the result of the co-construction of the government's roadmap for priority neighborhoods led by the Ministry of Territorial Cohesion.
"The ambition of the Cités éducatives is to create an educational alliance: to federate all the players in the priority districts of the city's policy in order to make them places of Republican success. The close collaboration between the mayor, the prefect and the academic director of national education services will make it possible to create a favorable ecosystem around the middle school in order to offer students a quality education during school and extracurricular time.For each project, three key fields will be identified:
- Strengthen the role of schools and academic success
- to ensure educational continuity in the extracurricular time
- Open up the field of possibilities by involving cultural establishments and companies.
- 3rd grade internships, discovery of training courses and the world of work
- Linguistics and the fight against illiteracy and illiteracy: mediation and digital support (administrative procedures, school follow-up, job searches, business creation, etc.)
- Professional integration of young people without qualifications
- Mobility, meetings
- Cultural and civic awareness
- Digital city: " (fablabs in schools, educational media centres (training, innovation, sharing of good practices, etc.); third-party youth centres dedicated to digital technology (computer clubs, fablabs, serious games, coworking, digital academies, MOOCs, etc.) with mediation; development of Grande Ecole du Numérique training courses, support for project leaders in the digital economy; open digital badges (recognition of people and skills to structure a learning territory, etc.)

The first Education Cities will see the light of day in September 2019
- The State will propose to the municipalities concerned by a pre-selected district, or if necessary their inter-municipal authority, to be the lead partner for the application file, in close association with the prefectures and the education authorities.
- The involvement of the Caisse d'allocation familiale (CAF) will be systematically sought, and whenever possible that of the Department and the Region.
- The prefect of the department and the DASEN will send the national coordinator of the program a reasoned request for labeling before the end of June 2019.
- The ministers will examine these applications after receiving the opinion of the regional prefect and the rector, as well as the program's orientation committee, so that the first educational cities can deploy their actions starting in September 2019.
