- 4,000 digital advisors recruited, trained and funded to develop introductory and advanced workshops
- the design and deployment of accessible and attractive digital inclusion kits for libraries, social centers, town halls, third places, charities, etc.
- The generalization of the digital public service "Aidants Connect".

4,000 digital consultants France Services
The State will finance the training and activity of 4,000 France Services digital advisors hosted by local authorities and private actors from associations or the social and solidarity economy for an overall budget of 200 million eurosThese France Services digital advisors will be on duty, organizing workshops and offering mini-training sessions to enable people who are "far from digital" to gradually learn how to use digital technology in their daily lives: protecting personal data, mastering social networks, checking sources of information, creating a CV, selling an object, buying online, working remotely, consulting a doctor, etc.
The consultants recruited will benefit from a 2 or 3 year work contract.
The State pays for their financing: 50,000 € per digital advisor France Services for communities, 40,000 € for private structures)
They will benefit from training and associated certifications and professional titles
They will be able to rely on a "toolbox" (tutorials, hotline, etc.) and will be supported by the professional community of France Services digital consultants to go further
A platform to apply to become a France Services digital advisor or to host digital advisors has been set up: France Services conseiller-numerique.gouv.fr
This component mobilizes a budget of 200 million euros.

Offering solutions to help the French with digital technology also means encouraging the proliferation of local spaces or "corners" that are open to all, identifiable and attractive.In addition to the support that the State has already provided for third places, the aim here is to finance the design and provision of "off-the-shelf" digital support systems in kit form, which can be deployed by local authorities and committed networks.
For the design of these inclusion kits, three modalities are considered:
- A campaign for the labelling of existing and replicable systems
- An innovation contest for the creation of ready-to-use kits using French designers
- Support for the design of educational solutions
A specific support could be set up for rural town halls, in order to help them mobilize prefectural funds (DETR, DSIL) for the acquisition of computer equipment or reception stations.
This component will mobilize a budget of 40 million euros.
Widespread deployment of Aidants Connect
Aidants Connect is a digital public service that aims to secure the fact that a professional caregiver carries out an administrative process on behalf of a user and to provide support tools.The stimulus plan allows for its widespread use in various local structures: France Services, media libraries, digital public spaces, local public service counters, integration centers and legal aid structures, etc. This new service is developed within the ANCT's Incubator of Territories.
This component mobilizes a budget of 10 million euros.
Finally, the State is supporting the reopening of the Solidarité Numérique call center during periods of confinement. After helping more than 19,000 people in the spring, this call center (01 70 772 372) is back in operation, this time with state-funded digital mediators.
