The Digital Pass is a common device throughout the territory, which allows the co-financing of people's digital skills development. It takes the form of voucher books that give beneficiaries the right to access digital support services in qualified and clearly identifiable locations. The financial responsibility of a third party payer (local authority, State, companies, etc.) can be partial or total.
In practice, people receive a Digital Pass from a local structure (public service counter, communities, associations, social workers, etc.) and can then sign up for a digital support workshop.
Helping more than 1 million people to adopt digital uses and services
The government had set itself the goal of supporting one million people through the distribution of digital passes in the territories.It had mobilized in 2019 10 million to support the purchase by local authorities of digital passes. Following a call for projects, 48 local authorities were selected.
The State will launch a new call for projects in 2020 to finance the purchase of the Digital Pass by local authorities: 30 million euros will be mobilized, including 15 million euros from the State.
Pôle emploi extends the use of Digital Passes to new territories in 2020
Pôle emploi partnered in 2018 with #APTIC to support job seekers with digital fragility. The Digital Passes were tested in the Toulouse basin, in French Guiana, in New Aquitaine and Burgundy-Franche-Comté around 9 services (use of a computer, creation and use of an email address,...) delivered by structures labeled #APTIC. Given by Pôle emploi agency advisors, the Pass numériques checkbooks have enabled job seekers to develop their digital skills thanks to an adapted pedagogy and their flexibility of use. In 2020, Pôle emploi will extend the use of Digital Passes to new territories.
