Launched in June 2016, FranceConnectFranceConnect, the government's online identification and authentication system, allows users to access all their public services online without necessarily having to have accounts with them. With FranceConnect, users are invited to authenticate themselves using accounts they already have with Impots.gouv.fr, Ameli.fr or the Post Office.
The system works as follows: the user initiates an online procedure and selects the FranceConnect button displayed on the site of the administration concerned. Then the system offers to authenticate with one of the three identity providers: Impôts.gouv.fr, Ameli.fr or La Poste, all have verified identities.
18 months after its launch, FranceConnect gives access to 300 sites and registers three million users.
At the end of the 1st Interministerial Committee for Public Transformation on February 1st, the government announced a series of measures to " accelerate the digital transformation of France's administrations".
- Starting in April, any new online public service launched after April 1, 2018 will be accessible through FranceConnect Identity .
- Existing online public services will be progressively equipped until December 31, 2020 "at the latest".
- A "highly secure 'FranceConnect Identity' pathwaywill be available by December 31, 2019, to enable the launch of online services requiring enhanced user authentication, such as applying for a power of attorney online or filing a complaint online."
- An "open and contributive dashboard" of the State's public services will be launched on June 30, 2018. It will gather information on the online accessibility of all administrative procedures. It will allow users to share their opinions and report shortcomings or malfunctions;
- Legal aid will be "accessible online in a simplified version by 31 December 2018". According to the executive, this process will be "digitized from start to finish, from the initial request to the investigation and award, for both litigants and court officers.
- Cultural associations will be able to file their grant applications online "starting January 1, 2019."
- Building permit applications will be "accessible online in November 2018". As for building permit applications and urban planning procedures, they will gradually be available online by 2022.
