On March 21, the OpenDataFrance association presented the first results of the Observatoire open data des territoires.
In January 2018, 257 local authorities published their data, which corresponds to 6.5% of the 4411 local authorities concerned by the obligation to open their data in October 2017: local authorities with at least 3500 inhabitants and 50 agents)
38 communities with fewer than 3,500 inhabitants publish their data without being required to do so.
- The opening concerns, in the first place, the metropolises and large cities and 12 of the 13 regions of metropolitan France.
- 33.6% of the departments have taken steps to open their doors. There are still major geographical disparities. The historical players in Brittany and Provence Alpes-Côte d'Azur are now very active in this field and are bringing many local authorities on board.
81 platforms, 21,755 datasets
The observatory has identified 21,755 datasets currently present on three types of platforms: shared portals, dedicated portals and websites."The increase in the number of datasets shows a strong dynamic in 2017 (+57%). The datasets published by new communities in 2017, which are rather medium-sized, are in addition to the enrichment of the portals of communities that have already been involved for several years."Actors have the choice to publish their data.
- 14.8% of communities opted to publish the data on the community's website."This option is perfectly valid as long as the data is properly documented (metadata) and easy to find. A declaration on data.gouv.fr would make it possible to be known at the national level. It is an economical choice, quick to implement, but it can be penalized in the long run if the number of datasets is important and if the consultation functionalities were to be enriched.
- 46% of local authorities have opted for a dedicated portal, i.e. a solution developed in-house or hosted by a service provider."This is generally the case for large communities that have the means to implement such a solution. The functionalities can be very rich, which allows a high quality of publication and animation (editorialization, stimulation of reuse, enhancement, etc.).
- 12% of actors publish their data on a shared portal as part of a service offer provided by a local public actor.This may be an inter-municipal, departmental or regional portal. "This is the solution chosen by small and medium-sized communities (65% of municipalities) because it offers a correct level of functionality at a very low cost, generally free of charge, for implementation and operation. These shared platforms guarantee the referencing of the data and the communities they host, which contributes to a good visibility of the data and the actors.
- Finally, 36% of the players publish their data on the national platform data.gouv.fr."This solution, which is free and very operational, has many advantages, particularly that of referencing at the national level. However, the possibilities for animation and enhancement are limited due to the very large number of data and actors that are hosted on this platform."
