A team within the Digital Services Incubator of the DINSIC has been working for a few months on the implementation of the A+ service.
"A+ is intended for the user, in a particularly vulnerable situation, who has filed an application with an administration and who is unable to complete it: no more news of its progress, unjustified refusal according to him, impossibility to gather documents or to fill in forms correctly...".Blockages, complex files, critical situations
"A+ is therefore aimed in particular at those who have complex or atypical files, difficulties with digital technology but also at those who have communication problems, with the language of the administration or simply with French."The service is addressed, for example, to a homeless person who has been deregistered from several administrations because he does not answer his letters, to a hospitalized patient (stuck in bed without the possibility of moving around to accomplish his tasks), or to a battered woman (who is fleeing with her children and who cannot gather all the documents related to her ex-husband).
" A+ will respond to these users in critical situations by connecting A+ caregivers and A+ agents through a platform that decompartmentalizes them.- A+ caregivers are those who welcome the public: staff in town halls, CCAS, social workers, advocates...
- The A+ agents are professionals from social security organizations (CAF, CPAM, CNAV, Pôle emploi, MDPH, DGFIP, departmental councils...) who have voluntarily decided to respond to these requests".
Today, 22 partners - central administrations, State operators and local authorities - use A+ on a daily basis to resolve administrative bottlenecks in the service of the most disadvantaged.
A+ is, along with France Connect, Pix, Démarches simplifiées, Pass Culture, Co-construisons or Competences Pro, one of the 63 "state startups".
A+ is accelerating: "The team is provided with the means to roll out the service and to continue to improve it, in order to increase its impact .The team is growing and the service is gradually being extended to new users. On the technical side, they ensure that their solution is reliable and meets the growing number of requests. On the functional level, the feedback from users allows the service to be continuously improved and to adapt to the needs of all audiences, until the team and the supporting administration consider that the service is viable.
The state startups
A State Startup is a public service without its own legal personality, made up of a small, totally autonomous team. It is financed by the administration that guarantees it a space of freedom to innovate. It is born from the identification of a problem encountered by citizens as well as by public agents, which it aims to solve through a digital service.At the beginning of November, there were 63 State Startups incubated in 6 incubators, 21 exited from incubation, 9 of which were abandoned.
